Mr. Ajay Saxena, Field Expert (Infrastructure Development) and Head of PPP Cell, MITRA, a postgraduate in Economics specializing in Econometrics, holds a law degree and an MBA in IT, Financial Management from IIM Kozhikode. He is also a certified Arbitrator with the Royal Institute of Chartered Surveyors, London and "Empanelled as Arbitrator on the India International Arbitration Centre (IIAC) Panel of Arbitrators for Domestic Arbitration" as an Eminent Person (having specialized knowledge and substantial relevant experience in the field of arbitration)”.

With over 32 years of multifaceted experience spanning women’s empowerment, rural development, and infrastructure, he excels in policy development, project structuring, risk assessment, financial modelling, and dispute resolution.

He has influenced decisions on more than 150 projects valued at over USD 9 billion, including the Mumbai Metro, Navi Mumbai Airport, and Maharashtra’s roads, water, and waste management initiatives. Mr Saxena drafted the recently announced Maharashtra’s PPP Policy and also the inaugural PPP Policy for Indian Maritime University. He has also contributed to the Operational Guidelines of PPPs in ITIs in Maharashtra. As a PPP expert, he serves on various committees for Maharashtra’s government agencies and local bodies, and contributes to the National Task Force on 24x7 Water Supply (Amrut 2.0) under CPHEEO, MoHUA, Government of India, where he supervised the PPP chapter.

Ajay Saxena has a strong background in risk assessment, financial structuring, dispute resolution, and smart city projects. He is a guest faculty in IIM Udaipur, IIT Bombay, IIT Kanpur, YASHADA and Comptroller Auditor General Training Institute and various other institutes of Eminence on infrastructure financing, contract management, PPPs and circular economy. A sought-after speaker at national and international seminars, he has addressed EU diplomats on wastewater frameworks, inspiring innovation in policy, sustainability, and infrastructure.

Ajay Saxena is part of various committees for policy and project development with various Governments. He was an Expert Member in National Task Force of Amrut 2.0 under Ministry of Housing and Urban Affairs and had been a mentor with NITI Aayog on PPP and EPC procurement. He is also a member of Energy, Environment and Water National Committee for 2025-26 of Bengal Chambers of Commerce and Industries.
