Raj Pratap Singh, a retired civil servant of the 1983 batch, holds a post-graduate degree in electrical engineering from IIT Delhi and has had a diverse and distinguished career of more than 42 years with an unwavering commitment to public service and impactful governance.
His contributions span across state and central government roles, as well as Multi-lateral Development Institution at the World Bank in Washington, DC. Singh also served in the Prime Minister’s Office as Joint Secretary and Private Secretary to the Prime Minister. He served as Chairman of the UP Electricity Regulatory Commission from 2018 to June 2023, and currently holds the position of State Election Commissioner, Uttar Pradesh and is also President of Indian Association of Energy Economics.
Throughout his career, Singh has built deep expertise in regulatory design, corporate governance, and public policy. His impact on public policy is most visible in electricity regulation, where he played a central role in shaping Uttar Pradesh’s regulatory framework.
His work consistently addressed energy security, tariff design, clean energy transition, and the development of power markets. Under his leadership, pilot of peer-to-peer electricity transactions were successfully implemented in UP in 2021, culminating in the issuance of formal guidelines by UPERC in 2023. This framework has since been taken forward at the national level, with the Government of India adopting a similar approach through the Indian Energy Stack initiative.
He has represented India at several bilateral and multilateral international forums, including the Bank–Fund Development Council meetings and discussions under the IDA Multilateral Debt Relief Initiative, and has extensive international exposure through professional engagements and travel.
